A fire retardant composition in a stable liquid form comprises the reaction product of an aqueous aldehyde, preferably formaldehyde, solution, at least one alcohol solvent, an alkanolamine, an organic catalyst, ammonium hydroxide, urea and an aqueous phosphoric acid solution. The aldehyde and urea are included in an approximately 1:1 weight ratio. A method of forming the reaction product comprises adding urea to a mixture of aldehyde, alcohol, alkanolamine, organic catalyst and ammonium hydroxide, and heating the resultant mixture to at least 150 DEG F.
