The actuator, useable especially on satellites for orienting a stabilisation and steering kinetic flywheel, comprises an enclosure filled with liquid, delimited by two rigid end walls 12 and 14 and by a lateral bellows 16. A partition 18 pierced with holes for passage of liquid separates the enclosure into two compartments. A control motor 26 is linked to one of the end faces 14 by an elastic link 32. Its shaft 28 is coupled to the partition. The damping is provided by throttling of the liquid through the orifices 24. <IMAGE>
