A device is disclosed for preparing an analytical control solution of a substantially water-insoluble substance. The device comprises a base support member having affixed thereto a composition comprising a water-soluble polymer and the substance. The composition is adhered to the support member. Also disclosed is a method for preparing the device wherein a coating mixture containing the substance, an organic solvent, an etchant and a polymer soluble in both water and the solvent is applied to a base support member. A method for using the device to prepare the control solution comprises immersing the device into water for a time sufficient to enable the substance to become transferred from the device to the water.
