The body (1) contains infrared radiating means (10) comprising a heater (11) and an infrared radiating element (13) and steam generating means comprising water absorbent material (15) situated adjacent the heater. A bellows (17) is arranged to be reciprocated by the motor (3) and to blow air past the absorbent material (15) to expel steam from the body against the skin of the user.
