The building element comprises a panel-shaped, rectangular cross-sectioned top piece (1) and a truncated wedge-shaped bottom piece (2) with its blunt side (4) ending flush with the top piece. The bottom piece has an attachment comprising a triangle above a polygon, providing a rectangular-sectioned base unit. The weatherproof bitumen, or other top piece has cutouts (5) and the bottom piece is of foamed material. For subsequent, and additional fixture of the top piece to the bottom piece, a dowelling batten (7) is provided in the latter aligned parallel to the element's longitudinal sides. The top piece can be independently replaced.
