The invention relates to instruments for marking and cutting out tickets which can be used for horse races such as those of tiercé, allowing these two operations to be carried out using a single instrument. The device according to the invention is formed from a stylograph 1 with which is associated in the same body cutting pliers whose jaws 4 and 5 provided with male and female cutting parts are moved by a lever 6 provided with a cam articulated on a rod 7 traversing the two jaws, this lever being arranged such that it constitutes a clip for the assembly in the rest position. <IMAGE>
