The invention relates to a pay-out reel of the type comprising a casing 1, an opening 3a for passage of the end of the strip and cutting means 11a. According to the invention, this pay-out reel comprises a moveable flange 6 composed of an overlapping (covering) portion 10 and of an external portion 11. The external portion 11 carries the cutting means 11a so that the flange 6, during the rupture of the paper, grips and holds in place the strip between the overlapping (covering) portion 10 and the portion of the casing 1. <IMAGE>
