A device such as a cylindrical, electrical component having leads projecting in opposite directions, one of which is fitted directly to the conductive body or housing. Fitted as electric-shock protection to the body is a tubular element or a sleeve of insulating material which is produced by pressing in each case one insulating strip onto the body or housing from two sides, using a die, which strip projects on the sides of the body and, if desired, also beyond the ends of the body, extended to form wing-like projections. In this arrangement, the strips in the die are pressed onto the body such that the strip sections which are in direct contact with the body are under tension between the projections such that no air enclosures can form between the body and the surround (Fig. 2). <IMAGE>
