The invention relates to the technical field of handling. The device comprises a winch 2 fixed on the side and at the base of the access ramp R, for controlling the rotational winding in both directions of a cable 3, with the pulley 4 which can be oriented equipped with a hook 4a in order to cooperate with a retractable stationary arm 6 placed at the upper end of the said ramp R; the said arm permitting the cable 3 to be sent back in order to hook its free strand on the trolley H which is loaded with dustbins with a view to pulling it; a manual control box T for the winch 2 with a flexible cable L supported by suspension runners 16 rolling on a rigid wire 13 fixed at a height on the wall at the opening of the ramp R in order to allow the successive deployment of the wire 13 by means of the zig-zag folding of the said wire 13, gradually in step with the movement of the attendant maintaining the box T and guiding the wagon H. The invention applies especially to the removal of dustbins from buildings. <IMAGE>
