It is constituted by the use of a prefabricated part 1, either moulded or cut out from an insulating material having a suitable shape or cross-section forming an insulating base and comprising parallel grooves 2, 3 positioning the reinforcing members which are integrated therein by assembling by means of a binder. It is intended to permit the construction of floors with a functional insulating element as regards its effectiveness, its implementation and its prefabrication leading to a cost reduction. <IMAGE>
