PURPOSE:To produce a spiral fin stably and at high accuracy in a device that forms a ribbon into spiral by detecting tension between a fin winder and a forming unit and giving specified tension to the bending section. CONSTITUTION:An L bending device 7, a brake roll 9 and a fin supply reel 11 form a unit and placed on a base 14 through rolls 13. A fin material 1 is held between a rolling pan 2 and a spindle roll 3 on a fin winder 16, and specified tension is given between the L bending device 7. The tension is detected by a load cell 15 between the frame 12 and base 14, and kept constant by adjusting the brake roll 9. As the tension is constant, a ribbon that comes out from the spindle roll 3 becomes a highly accurate spiral fin 4.
