An actuating mechanism for opening and closing deck and cargo hatch covers, comprising two links and a hydraulic cylinder. Both links are pivoted to both panels. The hydraulic cylinder is also pivoted to one of the links, and to one of the panels. The links are arranged to fold the panels together when the cylinder is operated to extend its piston rod.
