PURPOSE:To enable to transfer smoothly from idling to power-generating or pumping operation by detecting the rise of water surface in a suction pipe in parallel with exhaustion and water-charging in a runner chamber and a return passage at each stage to stabilize within the range of a fixed height for making exhaustion for sure in a short time. CONSTITUTION:The high-pressure water in a casing 13 is charged in a high- pressure side stage part, and when a cut-off state in water is obtained, exhaustion is started in a neighboring low-pressure side stage part, and the water surface in a suction pipe 16 rising therewith is stabilized by the push-down control of water surface by means of a detector 27 and new charge. In this process, water-charging and exhaustion are made in every stage, and the control is stopped at the lowest-pressure stage part for water- charging and exhausting the lowest-pressure stage part. Then, when the water in a runner chamber 8 comes to a fixed pressure, the supply of high-pressure water is stopped by a water-supply valve 22, and exhaustion is stopped by exhaust valves 19 and 20 for gradually opening a guide vane 15. This construction permits to remove the abnormal phenomenon of sudden water-charging, and make exhaustion and water-charging safely and precisely. |
