PURPOSE:To enable to transfer smoothly from idling to power-generation or pumping operation by discharging extra parts of the water suddenly sent to the circumferential part by the rotational centrifugal work of the lowest-pressure stage runner from a neighboring passage part to a suction pipe for supplying proper discharge of water to a high-pressure stage side passage part. CONSTITUTION:A guide vane 15 is perfectly closed to blow in compressed air, and water is pushed down to the lower part of a suction pipe 16 for idling a runner. An exhaust pipe 17 is opened to rise the water surface up to a low- pressure stage runner chamber 9, and water is discharged to a return passage 10 by the rotational centrifugal work of a runner 3, while a drain valve 22 is opened to discharge water into the part of a suction pipe 16. Stable water- charging is made to a high-pressure side stage part by the remained proper amount of water supply, and when a cut-off state in water is obtained, an exhaust valve 20 is opened to exhaust the runner chamber 9, while the drain valve 22 is perfectly closed to stop the discharging of water to the suction pipe 16. When the water pressure in a high-pressure stage runner chamber 8 comes to a fixed value, operation is transferred to pumping or powergeneration.
