PURPOSE:To obtain a connection having high quality with a few hardware quantity by performing the pass connection of a fundamental call by using a vacant time slot, if it is present in a main channel, and performing the pass connection by using a bypassing channel when the main channel is in a busy state. CONSTITUTION:A high speed call and a medium speed call are always connected with the route of a main channel 100, that is, the route of phase conversion switches 1-11 through 1-n1-a highway switch 4-1- phase conversion switches 2-11 through 2-n2 for the high speed call, and the route of phase conversion switches 1-12 through 1-n2-a highway switch 4-2- phase conversion switches 2-12 through 2-n2 for the medium speed call. The fundamental call is connected with the route of the main channel 100, however, when it is in the busy state, it is connected with the route of a bypassing channel 200, that is, the route of the phase conversion switches 1-11 through 1-n2-a spatial switch 5- phase conversion switches 3-1 through 3-(n/l)- the spatial switch 5- the phase conversion switches 2-11 through 2-n2. In this way, a loss probability can be reduced.
