A heating panel comprises a flat sheet 1 incorporating electrically conducting foil strips 2 between power connectors 3, sandwiched between a metal backing sheet and a front sheet. Thermal insulating material between the sheet 1 and the metal backing sheet ensures that the heat is projected out through the front sheet to provide room heating. The front sheet can be a decorative member, an imitation panel or a mirror, for example.
