Disclosed is a method for enhancing the removal of nitrogen, sulfur, or both from oil-shale. The oil-shale is treated with either (i) steam at a temperature from about 250 DEG C. to about 350 DEG C. to remove nitrogen; or (ii) water at a temperature from about 200 DEG C. to about 350 DEG C. to remove both nitrogen and sulfur.
