PURPOSE:To recover a lowered cell capacity to its former state by performing charge and discharge after changing a positive electrode and a negative electrode by putting them in a totally discharged state when the cell capacity is lowered under a prescribed capacity. CONSTITUTION:In case a cell capacity is lowered under a prescribed capacity, iron ions and chrome ions are put in an initial redox state while firstly being totally discharged. Next, a change-over switch 8 on the load side connected to a terminal 10 for being connected to a terminal 11 while a change-over switch 9 on the side connected to a terminal 12 is changed over for being connected to a terminal 13. when performing charge and discharge operation after change-over of the electrodes in this way, iron ions of the first cell 1 move to the second cell 2 and chrome ions of the second cell 2 move to the first cell 1. In this way, the cell capacity having been lowered can be recovered by moving of the electrode active material ions in the reverse direction to that before change-over while approaching the initial state. |
