Prior to or after the surface smoothing processing, high purity >=99.0% Al is adhered to the surface of the blank plate to form the high-purity Al layer with the prescribed thickness on the surface of the blank plate. The adhesion of the high-purity Al to the blank plate surface is generally performed by various methods such as physical and chemical vapor deposition methods, but the physical vapor-deposition method such as vacuum vapor deposition, ion plating method and sputtering method is properly adopted.
