PURPOSE:To provide the titled agent for forming a coating film for temporary surface-protection of e.g. ventilation fan, etc., containing a water-absorbing and water-insoluble crosslinked polymer, easily applicable even to an article having complicate shape by spraying, etc., and easily removable with water when stained. CONSTITUTION:The objective film-forming agent easily applicable to give a coating film which can be easily removed with water and containing a self- crosslinked hydrophilic polymer having a water-absorptivity of 2-200 times its own weight and obtained e.g. by reacting (A) a hydrophilic polymer having carboxyl group (or carboxylate group) and/or hydroxyl group (e.g. acrylic acid- acrylate copolymer) with (B) preferably 0.001-20wt% crosslinking agent.
