Safety emergency running device for idling operation of a motor vehicle, in particular for idling filling control with a two-winding rotary actuator which is arranged as an air bypass in parallel with the throttle valve and is driven by an output stage circuit with clocked signals. Between a common switching point of the two-winding rotary actuator and the supply voltage, a circuit breaker switch is connected which disconnects the power supply to the two-winding rotary actuator in its entirety if a threshold value at one of the output stage semiconductor switches is undershot. In this case, the two-winding rotary actuator goes, under the effect of an additional bias voltage, into a predetermined preferred position which corresponds to a somewhat increased idling speed of the internal combustion engine. <IMAGE>
