Then a region 436 of minimum folding frequency is formed within the region 435 by a limit region forming part 62. At an operation curve passing point setting part 63, the operation curve passing points are set in a folded region of a limit region from equally divided points 461-464 on the border line of the folded region and the points of initial and target reservoir amounts as well as equally divided points 451-459 on a horizontal line. Thus an operation curve forming part 64 is formed with operation curves 420. Then operation switch points are set at an operation switch point setting part 65 among intersections of curves 420 and within the folded region of the limit region. A curve connecting the operation switch points is evaluated at an evaluating part 66. Thus a desired curve is selected.
