These binders consist essentially of a true emulsion produced from at least one aqueous phase and at least one oil phase which can be diluted at will either with water or with a nonpolar solvent. The paints obtained, which can be diluted with water and with solvent, are practically odourless and exhibit an excellent wet covering power with a very low solids content.
