PURPOSE:To increase the number of controlling circuits, by storing the storing position information, circuit state information after changing and cyclic time information of a change detection circuit, and by processing them in non-real time to smooth a momentary processing capacity excess of a change detection number. CONSTITUTION:If a telephone set calls, the storing position information, circuit state information and time information are loaded on a change detection cue 7. A decentralized controlling part 8 reads them and inform a central processing unit 9 of them. If a subscriber dials, it is read in the change detection cue 7 as the change of circuit state. The decentralized controlling part 8 reads it and compares it with a previous change detection time, and, if the change from the cut to the connect is generated in a specified time, a dial pulse counting is performed to compare it with a time in an optional change detection cue reading information or a time from a line monitoring and controlling part 4 when no load existing in the change detection cue 7. If the change is not in the said time, the received number is reported to the unit 9 and the process is performed in the same manner to prepare for receiving the next digit. The unit 9 controls the decentralized controlling part 8 to change to the speaking after receiving a necessary digits, and the controlling part 8 is transferred to monitoring the cut of the subscriber. |
