CONSTITUTION:If an O system becomes an act system to perform an exchange process, a call process order to a terminal controller 6 of the O system of a remote station from a central processing unit CC14 of the O system is transmitted through 14 13 11 9 8 10 and through already selected interface device DTI. On the contrary, it is transferred from the remote station side through the same route in a reverse direction. To perform the diagnosis from a standby system while processing the exchange in the act system of the O system, a diagnosis order is sent from a CC14' of the standby system of 1 system and transmitted to a terminal controller 6' of the standby system of 1 system on the remote station side through the route of 14' 13' 11' 9' 8' 10' 10 7 6 6'.
