When connecting rod-shaped building elements, in particular concrete-reinforcing rods, there is the problem of reliably securing them in position using simple connecting elements and tools. To solve this problem, use is made of a stirrup-shaped connecting element having at least one stirrup leg (DK) which is break-proof and permanently deformable towards the inside of the stirrup with a curvature corresponding to the stirrup vertex (BST). With appropriate flexural strength, the stirrup legs can thus in principle bring about the desired securing in position without further fastening means. In addition, it is advisable, if desired, to provide material connections between the stirrup legs or between these and at least one of the building elements, preferably by means of weld joints. The tool used to solve the problem comprises a stirrup-holding device (HV) and a counterpressure piece (GD) having guide channels (SF) and abutment faces (WF) for the leg deformation towards the inside of the stirrup. The holding device and counterpressure piece are mounted on a supporting device (TV) so as to be movable relative to one another in accordance with the deformation and are connected to a mechanical drive device (AV). <IMAGE>
