PURPOSE:To obtain good quality of water by providing an extremal valve detecting means to detect extremal values of water level of drain pool, a condition control means to set up washing cycle and allowable limit of water level of drain pool, a control parameter operation means and a flow target operation means. CONSTITUTION:Raw material 1 reaches a water regulating tank 2 and is supplied to a demanding position 6 through a sedimenting pool 3, a filtering pool 4 and a washing pool 5. To minimize variation of drain returning flow quantity to return the water regulating tank 2 during the washing process, a flow control system 7 and a washing control system 13 are provided. The flow control system 7 controls a returning pump 9 and a flow regulating valve 10 from each point of a water level meter 12 detecting the water level (h) of the drain pool 8, a flow meter 11 to detect the drain returning quantity and flow target valve operation means 24. The washing control system 13 controls the flow regulating valve and the pump from each output of water level meter 12 and condition setting up means 25 to supply water required for washing to the filtering pool 4. By said arrangement, the quantity of water to be supplied is stabilized.
