PURPOSE:To easily and securely control the image pickup angle of an image pickup device and monitor and tracks a moving body by separating and extracting the moving body from a stationary background image plane in an image obtained by the image pickup device such as a television camera. CONSTITUTION:An image signal obtained by the television camera 1 is inputted to a contour signal generating circuit 3. In this case, only the contour signal of the image is generated and converted into a binary signal of about 1 Vpp. This contour signal is stored previously in a contour storage circuit 15 once. Then, the contour signal 4 of a next field is stored in a contour storage circuit 14. In this case, a synchronizing signal separating circuit 13 separates synchronizing pulses from the television camera output image signal 2 and generates timing pulses 17 and 18 to be stored in the contour storage circuits 14 and 15. Contour signals are read out of both contour storage circuits 14 and 15 one field later and inputted to an OR circuit 16 to generates a delay contour signal 6. This delay contour signal 6 and the 2nd contour signal 4 outputted by the contour signal generating circuit 3 one field later are compared by a contour extracting circuit 7 to extract only the contour signal of the moving body.
