<p>PURPOSE:To hold down the tension fluctuation to the minimum by determining whether it is in the process of acceleration or deceleration according to the result of differentiating a speed reference from a speed reference generator, multiplying the differentiation output by a designated gain according to the determination to obtain each inertia compensation, and adding the compensation to a tension reference from a tension reference generator to obtain the final tension reference at the time of acceleration or deceleration. CONSTITUTION:A speed reference VA output by a speed reference generator 2 is differentiated by a differentiator 3, and the differentiation output DELTAVA is input to a determining circuit 6. The determining circuit 6 determines whether it is in the process of acceleration or deceleration according to the differentiation output DELTAVA. If in the process of acceleration, the differentiation output DELTAVA is multiplied by an acceleration gain GACC by an amplifier 7, and if in the process of deceleration, the output is multiplied by a deceleration gain GDEC to obtain the inertia compensation DELTAVB1 at the time of acceleration or the inertia compensation DELTAVB2 at the time of deceleration.
