CONSTITUTION:When the diameter of a reel 10 is minimum and an embracing arm 6 is closed, the movement of a leading guide 13 is stopped by pins 14, 15 of the arm 6 at the end of a slot H, I provided to the guide 13, by an action to the arrow direction due to the tension of a belt 9 extended to a pulley 8.
