PROBLEM TO BE SOLVED: To automatically select an access point with high connecting probability and to enable executing dial-up connection by deciding a communication destination access point by referring to connection priority information of plural access points in a communication destination in a time at the time of circuit connection. SOLUTION: A control means 23 receives a line connection start indication from an input means 25 by a user so as to execute a transition to the selection connecting processing of the access points. Then, the time is obtained by a clock means 24 and the transition is executed to the access point selection connecting processing in the access point selection connecting processing. A quotient obtained by dividing connection success times by connection trial times is obtained based on the past communication situation history information which is stored in a storage means 22 and the access point where the quotient becomes the largest is introduced. The introduced access point is set, the access point selection connecting processing is recovered and connection to the access point which is predicted to be the optimum one is tried. Finally, connection success information to the access point is recorded/updated.
