PURPOSE:To eliminate overlooking due to visual monitoring, and to record correctly the picture information, by comparing and monitoring a reference picture and a comparison picture while storing them in a memory, and coloring the changed part against the reference picture. CONSTITUTION:A picture signal out of a monochrome color television camera is applied with digital conversion by an A/D converter 5, and a reference picture memory 6 stores the state of object location to be monitored at the start of monitoring. A comparison picture memory 7 successively stores the state of object location being monitored while monitoring, and each of memories 6 and 7 are supplied with addresses out of memory address generation circuits 8 and 9. An area assigning input circuit 10 assigns in quadrate the monitoring object area. An address comparison circuit 12 compares the presently scanning address and the assigned address. A memory output comparison circuit 13 compares the outputs of the memory 6 and 7. The reference and comparison picture images are compared while being stored in memories 6 and 7 to monitor by a color monitor television 19, and the changed part against the reference signal is colored to record the picture image information correctly. |
