PURPOSE: An apparatus for offering an output and a sound message of portable telephone and method are provided to provide user with a sensitive extra during small time. CONSTITUTION: An apparatus for offering an output and a sound message of portable telephone includes an apparatus(100) for activating a function mode, a portable telephone mode check. a portable telephone mode check apparatus(110), a voice and a sound information detection(120), a voice and sound output apparatus(130), a speaker, a memory(150), and control apparatus(140). The apparatus for activating a function mode is to on or off a voice and a sound output function. The portable telephone mode check is to check a state of a portable telephone when the function mode activation apparatus is on. The voice and a sound information detection apparatus is to bring a data from the memory. The voice and sound output apparatus is to output to speaker the detected data through the voice and a sound information detection apparatus. The speaker is to output a voice and a sound. The memory is to store texts like as proverb, a wise saying, a golden saying or a voice, various effectiveness sound. The control apparatus is to control the apparatuses.
