A process and a device are described for treating liquids, different ions being produced in separate electrode chambers and these being each diffused, each in cross-flow to the liquid, into this, an electric field being applied to the liquid to diffuse or move the ion flows through absorption processes, each of the internal flows, on its way to the corresponding absorption process, passing a boundary layer and an ion exchange mass and effecting an ion displacement in this mass.
