A rotating working tool (1, 2, 3, 4) has an inner-lying plastic layer (8, 8') and an outer-lying plastic layer (9, 9'), consisting of foam, the inner-lying plastic layer (8, 8') having a greater flexibility than the outer-lying plastic layer (9, 9'). In this there may be embedded abrasive means, the working element (7) being fed a rinsing and cooling agent via a spraying device (10). Instead of abrasive means, the outer-lying plastic layer (9, 9') may also be fed a liquid abrasive dispersion or a liquid agent which partly dissolves the coating to be worked. <IMAGE>
