PURPOSE:To reduce the cost for recording and reproeduction of a still picture, a slow scan video, etc., by reading out a video signal at a low speed and then recording it. CONSTITUTION:A high-speed and wide-band video signal undergoes an A/D conversion at a high speed and is stored temporarily in a memory 3. When data equivalent to a screen are written, these data are all transferred to the memory 30. Then the data of the memory 30 are read out at a low speed and recorded on a magnetic tape 21, etc. with a low speed and a narrow band after a D/A conversion. In a reproduction mode, a reproduced signal of a low speed is written into a memory 11 after an A/D conversion and then transferred to a memory 32 when data equivalent to a screen are stored. The data of the memory 32 is read out at a high speed and then delivered to a video device 15 with a high speed and wide band after a D/A conversion to perform a vidwo reproduction. |
