PROBLEM TO BE SOLVED: To grasp the exact condition of a charging capacity even if a high correlation between a discharging current and a terminal voltage of a battery is not attained, when the deterioration of the battery is advanced. SOLUTION: For adding and subtracting a value that corresponds to a time- integration value of a charging/discharging current to and from a value that indicates a condition of a charging capacity just before the capacity of the battery 13 is detected using a voltage/current characteristic obtained from the charging/discharging current and from the terminal voltage having a high correlation between each other, when the high correlation is not attained between the charging/discharging current and the terminal voltage which are periodically measured, a correction means 23E corrects the value that corresponds to the time-integration value of the charging/discharging current added to and subtracted from the value that indicates the condition of the charging capacity just before the capacity of the battery 13 is detected, corresponding to the magnitude of the deterioration of the battery 13 obtained by a deterioration- magnitude identifying means 23C based on a full-charge voltage of the battery 13 measured by a full-charge voltage measuring means 23B, of which the full-charged condition is detected by a full-charge condition detecting means 23A.
