PROBLEM TO BE SOLVED: To provide an image forming device having a transfer bias control function by which the offset of an image is prevented regardless of the kind of recording material and even when a resin sheet passes through a fixing means equipped with a pressure roller having a low resistance layer. SOLUTION: This image forming device has an image carrier 1, a transfer member 5 for transferring the image from the image carrier to the recording material P, and the fixing means 11 for fixing the image on the recording material. The fixing means has a heating body and a backup roller 26 for forming a nip in cooperation with the heating body, and the backup roller has a conductive substance containing layer. Voltage applied to the transfer member when the recording material is the resin sheet is lower than that applied when the recording material is paper.
