A hydrophilic cationic charge modified microporous membrane and a process for producing same. The membrane comprises a hydrophilic organic polymeric microporous membrane having a micro-structure throughout and a primary charge modifying agent bonded to substantially all the primary membrane micro-structure, without substantial pore size reduction or pore blockage. The membrane is characterized in that the primary charge modifying agent is a water soluble organic polymer having a molecular weight greater than about 1000 and wherein each monomer thereof has at least one epoxide group capable of bonding to the surface of the membrane and at least one tertiary amine or quaternary ammonium group.
