A system for measuring the velocity of a spacecraft onboard the spacecraft, includes an onboard radio wave receiving and speed measuring unit (10)(11)(12) which measures the velocity of the spacecraft based on the Doppler shift of a respective pulse train transmitted from each of a plurality of preselected pulsars.
