Throttling to the intake air is started by an intake air throttling valve 8 by the intermediary of a diaphragm 10, when the value N is N>=Na, and at the same time, the condition, that the load to the engine detected by a load sensor 20 is less than the predetermined load, is continuing for the predetermined time (about 20sec). Afterwards, when the value N becomes N<=Na, or the condition, that the load to the engine is more than the predetermined load, is continuing for the predetermined time (about 10sec), throttling to the intake air is stopped.</p>
