For electrically perforating a web (10) of paper with a high perforation density, the web of paper is moved at a constant speed between two groups of electrodes (RL; FR). The electrodes are held by plates (12, 16, 18, 20) made of an electrically insulating material in such a way that the points of two electrodes in each case are pointing towards one another. Each plate contains longitudinal pipes (30) and branch pipes (32b) for guiding compressed air to the outlet apertures (34). Two of the outlet apertures are arranged opposite one another for each electrode point, in order to generate two flows of compressed air which are directed towards one another. A current source supplies an alternating current which is to be applied to the electrodes situated opposite one another. Perforation with a high perforation density is obtained with this device. <IMAGE>
