With an underwater storage tank 23 which contains a separating liquid layer 15 between water 18 and petroleum 20 stored in the tank, compartments 27, 28 are located above the storage tank and communicating with it, each compartment having a volume at least equal to the volume of the separating liquid 15 in the tank. In the embodiment shown the compartments from upper and lower compartments of chamber 24. Sufficient volume is provided in upper compartment 27 to prevent accidental discharge of separating liquid 15 along with petroleum 20 during the operation of discharging petroleum through unloading conduit 45 to a tanker and sufficient volume is provided in lower compartment 28 to prevent like accidental discharge along with water 18 through overflow 35 during the operation of filling the storage apparatus with petroleum. |
