A method and an apparatus for recognizing traffic conditions are provided to manage traffic information by recognizing the flow of traffic using visible rays. An apparatus for recognizing traffic conditions includes an ITS(Intelligent Transportation System) server(100), a beam controller(110), at least one lamp(120), a first delivering unit(130), and a beam receiver(150). The ITS server generates an information request message on the traffic conditions. The beam controller receives the information request message and generates an information request signal on the traffic conditions. The lamp outputs the information request message as visible rays under the control of the beam controller. The first delivering unit outputs ambient information and/or vehicle information as visible rays in response to the information request signal. The beam receiver receives the ambient information and/or vehicle information and delivers the received information to the ITS server through the beam controller.
