PURPOSE:To cool a melted resin tubular body and a resin expanding section effectively by supplying air for cooling from an air feed pipe and flowing the air along the direction of extrusion of a resin while filling sections among annular guide members with air for cooling. CONSTITUTION:Air for cooling supplied from the air feed pipe 12 is fed to the lower side of the melted resin tubular body 6A, one part passes in a clearance between the outer circumferential edges of the annular guide members 17 and the inner circumferential edge of the melted resin tubular body 6A, and another one part passes through a communicating hole and rises. When air for cooling rises, it rises while filling the sections among each annular guide member 17 with it, and the tubular body 6A is quenched. One part of air for cooling flowing out from outflow ports 16 rises to the resin expanding section 6B extremely smoothly without contacting with the tubular body 6A to cool the resin expanding section 6B.
