The rail chamber filling element (20) is provided with base portion (22) and compression section (24) that is made of harder elastic material and softer compressible material respectively. The filling element is extended longitudinally along longitudinal direction of rail (10) that is provided with rail head (12) and rail base (14). A connecting web (16) installed on both sides of rail to forms rail track. Independent claims are included for the following: (1) a rail chamber filling system; (2) a railway track; and (3) a method for building rail chamber filling element into rail.
