The system has a roll (14) formed from a band of paper (12) and delimited by lateral flanks (16a, 16b). A dispenser (18) distributes the paper through the rotation of the roll. The dispenser has a frame (20) and unit (22) for maintaining and guiding the roll. The unit (22) has a guiding and positioning element (22a) and a spear type maintaining element (22b) received in housings (24a, 24b) arranged at the center of the flanks, respectively. The element (22a) has a conical shape segment (26) for revolution of a section decreasing towards the interior of the dispenser. An independent claim is also included for a method for fabricating a roll.
