The electrolytic cells of each step are separated in horizontal direction as unit cells having more than two pieces. The electrical field wall has a structure in which electrolytic soln. is extracted from upper part of each unit cell and flows into lower part of next unit cell. In the first step a unit cell is established to a ventilation hole into which flows electrolytic soln. There is a gas-stay region in upper part of cathode and anode of each unit cell. Also a gas-raising pipe is established from base to gas-stay region, and an exit for gas in established in upper electrolytic cell.
