<p>PURPOSE:To simplify the control accompanying highly efficient encoding for an animation picture and to reduce the deterioration in the picture quality by orthogonally converting the prediction error signal every block consisting of plural picture elements and classifying to a class previously statistically obtained by using an orthogonally converting coefficient included therein. CONSTITUTION:In a significant coefficient reference table 300, a part of the orthogonally converting coefficient components of the block classified every class to which energy is concentrated is previously statistically obtained and the coefficient component to be encoded and the coefficient component which is not encoded are determined every class. Thereby, the orthogonally converted signal supplied from a signal line 11, namely, the orthogonally converting coefficient is quantized by a quantizer 100 and converted in to a code by a code converter 200 and then, the significant coefficient reference table 300 decides whether it is outputted as an actual code or not every position in the block of the significant coefficient and a change over switch 400 turns ON and OFF the code outputted from an encoder based on the decision. Therefore, an encoding control is considerably simplified.</p> |
