The present invention relates to a resin covered steel sheet and a method for manufacturing the same, wherein the resin covered steel sheet comprises: a base steel sheet; a plating layer formed on one surface or both surfaces to be in contact with the base steel sheet; and a resin layer formed to be in contact with the plating layer, wherein the plating layer is formed on a surface opposite to another surface that is in contact with the base steel sheet. Moreover, a surface opposite to another surface wherein the resin layer is in contact with the plating layer has a structure patterned with a micro groove of which an average diameter is equal to or less than 50 μm, and hydrophobic properties are applied to the surface opposite to the other surface wherein the resin layer is in contact with the plating layer.
